LHC seeks government reply in faulty locomotives purchase scam

LAHORE :   Lahore High Court on Wednesday called comments from Federal government about purchase of alleged substandard locomotives from blacklisted companies of America.

Justice Umer Ata Bandial adjourned till May 15, 2012 hearing on petition filed by Advocate Syed Feroz Shah Jilani, who impleaded Federal Minister for Railways Haji Ghulam Bashir Bilor, Secretary Pakistan Railways and Secretary Federal Law & Parliamentary Affairs Ministry as respondents.

He submitted the Railways Ministry Haji Ghulam Bashir Bilour acting against recommendations of Procurement Committee allowed purchase of 79 engines from the blacklisted company, thus spent US 105.143 dollars from public money.

He stated Railways was suffering losses to tune of Rs35 billion due to corruption of its top officials. He said the PR disposed of 500 engines and now entered into a contract of getting on lease the engines from the US.

He stated US firms from which the locomotives were being purchased had been blacklisted. He requested to restrain the Pakistan Railways from getting American engines on lease.

He prayed to restrain Pakistan Railways from purchasing more locomotives from blacklisted company, which already supplied faulty engines. He also sought direction for government to recover payments made to defaulting company with penalties.

It was also requested to order recovery of huge public money from Railways Minister, who spent it on purchase of substandard locomotives.

Standing Counsel Rana Abdul Rehman and Waheed Ahmed Chaudhry for Pakistan Railways appeared.

Adjourning hearing till May 15, 2012, Justice Umer Ata Bandial directed them to file comments till next hearing.
