Govt not following Article 148

QUETTA : Government was not working according to Article 148 of the constitution. Before any one imposes martial law, we should act upon Constitution.
People of Balochistan are patriotic despite all things, they were caling Pakistan.
These remarks were given by Chief Justice of Pakistan Iftikhar Muhammad Chaudhry while conducting hearing on law and order and missing persons cases in Balochistan at Quetta Registry Wednesday.
Principal Secretary to Prime Minsiter Khushnud Lashari and Secretary Defence Nargis Sethi and others were present during the hearing.
Chief Justice asked Khushnud Lashari that situation in the province is worst and no action was being taken according to constitution. Governments come and go we have to save the country. Prime Minister should come upto the expectations of his office. If he cannot do anything on situation in Balochistan Constitution would start its work. Emergency can also be imposed or something else.
He was of the view that law enforcement agencies ISI, IB, MI and FC are accused of disappearing the people and throwing their dead bodies. There are also target killings in the province, Ulema are killed and police is helpless. Despite notice on situation of Balochistan none was submitting reply. If time passed country can face serious situation.
During hearing of the case, Chief Justice also remarked that there talks of disappearing people by security agencies were going against the country and the province.
Secretary Defence Nargis Sethi said that she has spoken to DG ISI about missing persons case and he was ready to brief Supreme Court. Chie Justice said that such pretty talks would not serve the purpose. Before we pass any order go and bring missing persons so that 60 percent problems of the province are resolved.
He said we had also passed order on Karachi situation. We can also pass the order here.
He asked Principal Secretary to Prime Minsiter Khushnud Lashari to arrange a meeting of of relatives of missing pejrsons with Prime Minsiter at government expenses and bring to his (PM) notice there was breakdown f constitution here.
We have been told that national anthem is not sung in different parts of the province. He said it is duty of court to point out things to the government.We can leave all necessary matters for Balochistan.
Justice Khilji Arif a member of the SC Bench remarked that Balochistan is soul of Pakistan. If it was removed Pakistan would end.
Referring to a missing person from Khuzdar Chief Justice asked IG there are serious allegations against Provincial Home Minsiter Zafarullah Zehri. A case should be registered against him and his should be brought to Islamabad on Friday.
